How to mod podge scrapbooks?

My New Years resolution is to experiment more with my scrapbooking. New Years day I did alot of new layouts using new types of techniques and materials.
Now I want to learn to use Mod Podge on some chipboard albums. But Im swimming in uncharted territories, HELP. Do I use a rag? Do I use a sponge? Do I use a Paint Brush?? I heard its tempermental if you dont get it right because it leaves streeks... When I Mod Podge do i do both sides of the album? Do I adhere or tape down my photos and accents first? AAAAHHHHH HELP ME PLEASE
Also, if I Mod Podged each side of the chipboard, wouldnt it curl? How could I prevent this from happening?

Precious Gem gave a good basic answer about the easiest way to "decoupage," but I want to add a few more things:

Streaks can be caused by using the wrong kind of brush (foam brushes are fine and cheapest... stiffer bristle brushes can cause problems).

You can do one side of the album or both... just up to you.

Generally the photos/etc. are laid down on top of the same adhesive you'll be using for the whole decoupage... that's to avoid trapping any air underneath them, and to make sure they lay absolutely flat.

Some brands of decoupage medium can be better than others regarding application and later cloudiness caused by humidity (for example, Royal Coat is considered a bit higher quality than ModPodge, but many people just use a permanent "white glue" like Elmer's Glue All thinned down 3 or 4 to 1 with water --sealing the final time with a clear polyurethane can help with humidity issues too). Note that all layers must dry completely before the next layer of adhesive is added.

Curling can be caused by one side of a flexible porous material getting very wet and drying while the other side isn't.
It can be a good idea to paint a coat of the diluted white glue (not TOO watery-wet) onto the basic surface (chipboard/etc.), or even better to use a white gesso or acrylic paint, then let dry before beginning to add decoupage items. White acrylic paint or gesso will show up the colors of anything you add over it which may become translucent when decoupaged, but won't matter if you're using opaque things like photographs on photo paper, etc.
