Where can I find a tool that will perforate holes just like a sheet of stamp?
I am scrapbooking and want to have my photos to resemble stamps as I am a philatelist. Thanks.
Yes, using a sewing machine is one way to get that pierced effect 
You can also buy something called a 'Mat Pack' from Stampin' Up! that gives you a template and mat for piercing holes evenly around something. Then you could cut the paper through the line of holes to give that postage stamp look you want.
If you want to see a mat pack, go to this page and search for your country, then you can look through the right catalog for your area and find a demonstrator who lives near you too of you decide to buy one, or you could look for a similar thing at a craft store now that you'll know what to look for:

I bought a piercing tool from a local craft shop - it is like a pen but it has a needle instead of an ink barrel. I bought some paper piercing templates from a sewing shop. You can find them in different shapes there (stars, circles, squares etc)

You may also find scissors that are 'deckle edged' and make paper look like stamps when you cut it. I found a whole lot of deckle edged scissors at Big W in Australia - try a department store and look in the stationery section, or look in a craft/scrapbooking store.
